• Make sure you have a knot in the end of your elastic
• 
• Fold the dacron around the cone
• 
• Thread the elastic between the dacron and the rubber cone
• 
•  Pull the dacron tight to the elastic
• whilst making sure it is tight up against the knot in the elastic
• 
• Pull the the cone over the end of the elastic
• Allow the elastic to double over as it is pulled into the cone.
• Thats it simple as that.
